The Protection Cluster for Iraq covers the whole of Iraq, namely all governorates in the centre and south of the country and the Kurdistan Region of Iraq (KR-I). Within the Iraq context, the Protection Cluster’s work relates foremost to the protection of internally displaced persons. While this is true, and while primary accountability for the protection of refugee populations rests with UNHCR, the Cluster will embrace a common-sense, rights-based approach that does not arbitrarily discriminate on the basis of status. To the extent beneficial to persons of concern, the Cluster will coordinate with UNHCR and other key actors
